Decision

- Model consent, objection, deletion, restriction, legal hold, and retention as independent facts when they can validly coexist.
- Preserve decision and execution evidence without copying the very sensitive payload that the control is intended to protect.
- Validate inputs once at the boundary and preserve the normalized representation used by downstream logic.
- Persist the business transition before or atomically with an outbox record; consumers deduplicate by durable operation identity.
- Determine applicable age and consent rules by approved jurisdictional policy and collect no more age information than that decision requires.
- Parental or guardian authority, notice, consent, revocation, access, deletion, and retention have separate verifiable states.
